No, and no honest tool can. Enlarging works out plausible in-between pixels from the ones you already have — it cannot recover detail the camera never captured. What it does do is make the image bigger without the blocky, jagged edges a naive scale-up produces.

Photographs for anything camera-like — it's the sharpest of the smooth filters. Illustrations for flat-colour graphics and logos, where it produces less ringing around edges. Pixel art uses nearest neighbour, which is the only correct option there: every smooth filter turns crisp pixel blocks into mush.

Light or Medium usually helps, because interpolation always softens edges slightly. Strong is worth trying on soft originals, but watch for pale halos along high-contrast edges — that means it is too much for that image.

Yes — 80 megapixels, which is far beyond normal use (a 300 DPI A2 poster is about 35). Each card shows the resulting size as you adjust the settings and warns before you export rather than failing afterwards.

Because it works against the point of the tool: enlarging deliberately produces a bigger image, and squeezing it back into a byte budget would undo the quality you just paid for. Run the result through Compress Image if you need a specific file size.
